Sir Michael Fallon’s disclosure came as a think tank said the economy needs at least 200,000 net overseas workers to sustain growth and prevent “catastrophe” in sectors like health and agriculture. With business groups appalled that an arbitrary target could be imposed, Sir Michael told BBC Newsnight there was no timetable to implement it.  The Defence Secretary, tipped by some MPs as a future Chancellor, said: “We have not costed (it) because we don’t know, specifically, what year we are going to reach that point of reducing to exactly tens of thousands.” He added: “It is an aim and we intend to continue to aim to reduce the level of immigration, as we have set out.” Sir Michael claimed Brexit would make the target easier to hit by ending EU freedom of movement. First manifesto: Prime Minister Theresa May (REUTERS) However, former Chancellor Kenneth Clarke said Brexit “won’t make the faintest difference” to the target.  The most recent figures showed net immigration of 273,000 a year, including 165,000 EU citizens who enjoy free movement, and 164,000 non-EU citizens who do not.  A report from the Global Future think tank said 200,000 was the minimum needed to sustain growth, maintain public finances, cope with an ageing population and avert “severe staff shortages” in the NHS and important industries. David Hynam, CEO of Bupa, said eight per cent of adult care posts were vacant because of “a significant shortage”. Budget 2017: $1.5 billion to train young Australians to replace foreign workers The federal government will spend $1.5 billion over the next four years to help train 300,000 Australian workers to replace skilled migrants in high demand jobs. The  budget measure will be mainly funded by a new levy on businesses employing foreign skilled workers which is slated to raise $1.2 billion in the four year period. "We will give Australians the best opportunity to fill Australian jobs, rather than relying on overseas workers," Education Minister Simon Birmingham and Vocational Education Assistant Minister Karen Andrews said in a media release. The money, to go into a new Skilling Australia Fund, will be channeled through the states and territories which will be required to provide matching funding. "Priority will be given to occupations in high demand that currently rely heavily on skilled migration, future growth industries and rural and regional areas," the budget papers show. It will also focus on supporting apprentices and trainees. "Projects may include providing incentives for employers, pre-apprenticeship training, improving apprenticeship and traineeship retention and completion rates, and additional support for higher level apprenticeships," the papers show. The new fund replaces the old National Partnership Agreement on Skills Reform, established by the former Labor government, which will distribute nearly $500 million to the states and territories in 2016-17. The government said that the new agreement offered long-term certainty for vocational training because it requires states and territories to provide matching funding and does not allow them to cut it.
